At the center of these issues lies the argument that the time has arrived to go for a democratic re-structuring of our state on the basis of democratic values. The arguments for re-structuring the state, which have been persistent for the last seven/eight years, encompass issues such as making people’s sovereignty more practical and pragmatic; transforming Nepal’s current state structure into provinical or regional and federal structures; bringing inclusive changes in the state structure; transforming the majoritarian system of rule into consensus-oriented; provision of electing a direct prime minister, choosing between monarchy and republicanism; creating a responsible and authoritative judiciary; and responsibility of the state for good governance.
